Born on 17 October 1971 in Kumbungu in the Northern Region, he attended Kwame Nkrumah University of Science and Technology, where he earned a Bachelor of Science in Agricultural Economics, followed by a Master's degree in Development Policy and Planning. Before entering politics he worked as a teacher, a background that fed an interest in education and social policy that recurred throughout his legislative career. He entered Parliament in 2005 through a by-election in the Asawase Constituency in the Ashanti Region, winning by over 11,000 votes. Holding a seat in the Ashanti Region as an NDC politician is itself a structural achievement given the region's historically strong NPP leanings: Muntaka has retained Asawase across six consecutive parliaments, a record reflecting both personal popularity and the demographic character of his Zongo and Muslim constituency.
