Sebastian Fred Deh

Sebastian Fred Deh is a Ghanaian agricultural scientist, development finance professional and politician who serves as the Member of Parliament for the Kpando constituency in the Volta Region. A member of the National Democratic Congress who won the seat in December 2024 as a first-term parliamentarian, he assumed office on 7 January 2025 bringing academic qualifications from three countries, executive experience as head of a national technical and vocational education authority, and professional expertise in agricultural microfinance to the parliamentary representation of a constituency in the Kpando District of the Volta Region.

Education

Deh earned a Bachelor of Science with Honours in Agriculture from the University of Ghana in 1994. He then pursued further studies in the United Kingdom, completing a Postgraduate Certificate in Micro-Enterprise Finance from the University of Reading in 1999, a specialist qualification in the financing of small-scale enterprises and rural financial services that proved foundational to his subsequent career. He obtained a Master of Science degree in Banking and Finance from the Giordano Dell'Amorosa Institute in Italy in 2001, adding a European postgraduate business school finance qualification to his agricultural and microfinance academic formation.

Professional career

His professional career combined banking, agriculture-related development finance and public education administration. His most prominent executive role was as Executive Director of the Council for Technical and Vocational Education and Training, known as COTVET, under the Ministry of Education, the national body responsible for overseeing and developing Ghana's technical and vocational education and training system. As COTVET Executive Director, he led an institution whose mandate to upgrade the quality, relevance and reach of TVET programmes has significant implications for the skills development and employability of Ghanaian youth who do not pursue academic pathways.

2024 election and parliamentary career

He won the Kpando constituency in December 2024 with 18,326 votes representing 73.56 per cent of valid ballots, an overwhelming majority that reflected the NDC's strong support in the Kpando area of the Volta Region. He assumed office on 7 January 2025. Kpando is a constituency in the Kpando District of the Volta Region, a highland area of the Volta Gorge region where the Kpando Torkor community and the tilapia fishing economy of the Volta Lake are distinctive local assets.

Political Legacy

Sebastian Fred Deh's agricultural science degree, his micro-enterprise finance and banking postgraduate qualifications from the UK and Italy, and his executive directorship of COTVET give his first parliamentary term one of the most technically well-rounded professional backgrounds in the Ninth Parliament's NDC bench.
