Shirley Ayorkor Botchwey

Shirley Ayorkor Botchwey is a Ghanaian politician, diplomat and lawyer who serves as the seventh Secretary-General of the Commonwealth of Nations, becoming the first woman from Africa to hold the office. Born on 8 February 1963 in Accra, she assumed the leadership of the fifty-six-nation organisation in April 2025 after a distinguished career in Ghanaian politics and foreign affairs.

Botchwey's professional foundations combine law, communications and public service. She is a qualified Barrister and Solicitor of the Supreme Court of Ghana and holds an Executive MBA in Project Management from the University of Ghana Business School, a Postgraduate Diploma in Legal Practice from the University of Law in the United Kingdom, and a master's degree in Public Communications and Public Relations from the University of Westminster. This diverse training equipped her for a career that blended politics, diplomacy and communication.

Her political career in Ghana was substantial. From 2005 she served as a Member of Parliament, first for the Weija constituency and later for Anyaa-Sowutuom, remaining in the legislature until 2021. In January 2017 President Nana Akufo-Addo appointed her Minister for Foreign Affairs and Regional Integration, a post she held until January 2025. In that role she became one of the most senior figures in Ghanaian government, sat on the National Security Council, and represented the country in numerous international negotiations and forums.

As foreign minister she cultivated a strong international profile, and in 2024 she mounted a successful campaign for the leadership of the Commonwealth, winning the endorsement of Commonwealth heads of government at their biennial meeting in Apia, Samoa. Her election as Secretary-General marked a historic moment, making her the first African woman to lead the organisation and reflecting both her personal standing and Ghana's diplomatic influence.

Taking office on 1 April 2025, Botchwey brought more than two decades of leadership experience in diplomacy, international relations, governance and public service to the role. As Secretary-General she leads an organisation spanning much of the globe, working on issues from democracy and development to climate change and trade among member states. Her tenure represents both a personal achievement and a symbol of the growing prominence of African women in global institutions, and she continues to shape the Commonwealth's agenda from its headquarters in London.
