John Kwadwo Gyapong
Oti Regional Minister
About John Kwadwo Gyapong
John Kwadwo Gyapong is a Ghanaian teacher, politician and administrator born on 22 December 1950, who has served the National Democratic Congress and the people of the Volta and Oti regions across five decades of public life. A former Member of Parliament, twice-elected regional party chairman and the first NDC chairman of the newly created Oti Region, he was appointed Oti Regional Minister by President John Dramani Mahama in January 2025, bringing decades of accumulated political experience to a region he had helped establish as an NDC stronghold.
Education and early career
Gyapong completed his Ordinary Level certificate at Kadjebi-Asato Secondary School and his Advanced Level at Kpando Secondary School before earning a Bachelor of Science degree in Education from the University of Cape Coast. His career began in education, a foundation that informed both his professional values and his engagement with the communities he would later serve in political roles. The Eastern Volta Region, where Kadjebi is located, was the environment in which he built the constituency relationships and local credibility that his parliamentary career would depend upon.
Parliamentary career
Gyapong was first elected to Parliament in 1996 as the NDC Member of Parliament for the Akan Constituency in the Volta Region, serving in the Second Parliament from 1997 to 2001. After a period out of Parliament, he reclaimed the seat in the 2004 elections and served in the Fourth Parliament from 2005 to 2009, representing the same constituency across two non-consecutive terms. His parliamentary career gave him direct experience of national legislating and the constituency service expectations that Ghanaian voters bring to their MPs.
Regional party leadership
Beyond Parliament, Gyapong took on significant party leadership responsibilities, serving as Volta Regional Chairman of the NDC and then, when the Oti Region was carved out of the old Volta Region in 2019, becoming the first Regional Chairman of the NDC for the new Oti Region. His leadership of the party's regional structures produced results that speak for themselves: the NDC won 100 per cent of parliamentary seats in the Oti Region in both the Eighth and Ninth Parliaments, a total sweep that reflected his organisational effectiveness and the depth of the party's roots in the communities of the region.
As Oti Regional Minister
President Mahama appointed him Oti Regional Minister and he was sworn into office on 30 January 2025. He has described his approach to governance as one of persuasion rather than intimidation, a philosophy rooted in the relationship-based politics that has characterised his long career. The Oti Region, still a young administrative unit finding its institutional footing, benefits from a minister with long personal ties to the area and the credibility of decades of political service.
Political Legacy
John Kwadwo Gyapong's five decades of service to his party and his region represent a form of political staying power that is rare in any democracy. His role in helping establish the Oti Region as an NDC stronghold and his appointment as its minister are the culmination of a career built on consistency, local knowledge and a deep commitment to the communities of eastern Ghana.
