Charles Akwasi Agbeve

Charles Akwesi Agbeve is a Ghanaian health insurance administrator, economist and politician born on 21 July 1970, who serves as the Member of Parliament for the Agotime-Ziope constituency in the Volta Region. A member of the National Democratic Congress who has held the seat since 2017, he combines a background in health sector administration and economic policy management with parliamentary representation of a constituency in the southeastern corner of the Volta Region that borders Togo.

Education

Agbeve earned a Bachelor of Science degree and a Diploma in Mathematics Education from the University of Cape Coast in 1995, building a dual foundation in the natural sciences and mathematics education. He subsequently obtained a Master of Business Administration in Finance with a specialisation in Health Insurance from the University of Ghana in 2002, postgraduate training that directly equipped him for his career in Ghana's National Health Insurance scheme. He continued his academic development further, completing a Master of Arts in Economic Policy Management in 2018, a qualification that broadened his analytical toolkit for the economics of public health financing and development policy that both his career and his parliamentary work have engaged with.

Professional career

Between 2009 and 2016, Agbeve served as the District and Municipal Manager of the National Health Insurance Authority in the Ho Municipal Office, a role at the operational heart of Ghana's health financing system. As a district manager for one of the Volta Region's main urban centres, he oversaw the enrolment, claims processing and member services functions that determine whether the national health insurance scheme delivers on its promise of access to healthcare for ordinary Ghanaians. His seven years in that role gave him a practitioner's understanding of health system financing, community health needs and the administrative challenges of delivering public services at the district level.

Parliamentary career

He won the Agotime-Ziope constituency for the NDC in the 2016 general election and has retained it through the 2020 and 2024 elections, building a multi-term parliamentary tenure. As MP, he has been particularly active on education, committing personal resources to supporting educational access in communities within the constituency that have historically lacked adequate school infrastructure and has worked to develop skills training programmes to build the constituency's economic capacity.
