About Kwame Governs Agbodza

Kwame Governs Agbodza is a Ghanaian architect and politician who has been the National Democratic Congress Member of Parliament for Adaklu in the Volta Region since January 2013. In February 2025 President John Mahama made him Minister for Roads and Highways, putting him in charge of the Big Push, the government's flagship road-building programme.

Architect first

Agbodza was born on 22 September 1973 at Adaklu Kordiabe. He studied architecture at the Kwame Nkrumah University of Science and Technology and then in London, earning a diploma in architecture from the University of East London and a postgraduate diploma from the University of Westminster. He is a chartered architect with both the Royal Institute of British Architects and the Ghana Institute of Architects.

He built a career in design and construction. Since 1999 he has been managing director of Southworld Technical Services, and he later took the top job at two more practices, Architects Co Partners and Kay and Partners.

Adaklu's MP

Adaklu is one of the NDC's safest seats. Agbodza first won it in December 2012 with 11,825 of 13,440 valid votes, about 88 per cent, and has held it ever since. In 2024 he polled 13,636 votes, close to 90 per cent.

In Parliament he made roads his specialism, sitting for years on the Roads and Transport Committee during both NPP and NDC governments. In January 2023, when the NDC reshuffled its parliamentary leadership and Cassiel Ato Forson became Minority Leader, Agbodza was made Minority Chief Whip.

Minister for Roads and Highways

As minister he runs the Big Push, which aims to rebuild more than 2,000 kilometres of roads across all 16 regions. Parliament has approved close to GH¢50 billion for multi-year road and bridge contracts, and the 2026 budget set aside GH¢30 billion for strategic roads, up from GH¢13.8 billion in 2025. Agbodza has described it as the largest road programme in Africa.

The programme has drawn scrutiny. The Minority has questioned how contracts are awarded and paid for, and the World Bank has warned that so much new road could become a maintenance burden. Agbodza has answered that completed Big Push roads will be placed under performance-based maintenance funded by the Road Fund, and that many of them will be tolled once finished.

Personal life

He is a Christian, married, with two children.
