Thomas Winsum Anabah

Dr Thomas Winsum Anabah is a Ghanaian physician, anaesthesiologist, academic and politician born on 7 March 1975 in Garu in the Upper East Region, who serves as the Member of Parliament for the Garu constituency. A member of the National Democratic Congress whose medical career was formed across three continents, he is one of the most clinically distinguished physicians-turned-parliamentarians in the Ninth Parliament, bringing to his constituency a career of senior hospital leadership and university lecturing in a medical speciality where Ghana has a persistent shortage of trained specialists.

Education and medical training

Anabah's educational formation is one of the more unusual in Ghanaian parliamentary biography. He attended Kwame Nkrumah Memorial School on the Isle of Youth in Cuba and Andrei Grechko Senior High School, completing his secondary education in 1995. He then trained at the Higher Institute of Medical Science in Santa Clara, Cuba, graduating as a Medical Doctor in 2001, one of the generation of Ghanaian students who received medical training in Cuba under bilateral agreements between the two countries. He returned to Cuba for postgraduate specialist training, qualifying as a Specialist in Anaesthesiology and Resuscitation at the Higher Institute of Medical Science in Havana in 2007. He later pursued emergency medicine simulation training at Sandfort Health in Bismarck, North Dakota in the United States in 2013, and completed three diplomas at the Ghana Institute of Management and Public Administration in Accra: Health System Strengthening in 2016, Health Management in 2018, and Health System Analysis and Planning in 2018.

Medical career

Anabah's clinical career after returning to Ghana was built at the most senior levels of the country's hospital system. He served as House Officer and Medical Officer at Korle Bu Teaching Hospital, Ghana's principal referral centre, before moving into specialist anaesthesiology practice at the Greater Accra Regional Hospital. He then joined Tamale Teaching Hospital as Consultant Anaesthesiologist and Head of Department for Anaesthesia and Critical Care, one of the senior specialist positions in the northern Ghana hospital system. Alongside his hospital work, he served as Senior Lecturer and Head of the Anaesthesia Department at the University for Development Studies, training the next generation of northern Ghana medical professionals. He later served as Medical Director of the Greater Accra Regional Hospital and held executive roles at Habana Medical Service and the African Centre for Health Policy Research and Analysis, as well as serving as an examining physician for the United Nations.

Parliamentary service

He serves on the Health Committee and the Business Committee of Parliament, assignments that align his medical expertise with legislative oversight of Ghana's health system while giving him a role in the parliamentary scheduling body. His Health Committee service is particularly relevant to the Garu constituency in the Upper East Region, where access to specialist medical care remains limited and where his clinical background and health policy formation give him an informed advocacy voice.

Legacy

Thomas Winsum Anabah's Cuban medical formation, his specialist anaesthesiology career spanning Korle Bu, Tamale Teaching Hospital and UDS, and his three GIMPA health management diplomas make him the Ninth Parliament's most clinically experienced medical specialist from the Upper East Region.
