Victor Owusu

Victor Owusu was a lawyer and politician who twice served as Attorney-General, was Foreign Minister under Kofi Busia, and was runner-up in the 1979 presidential election. He was born at Agona in the Ashanti Region on 26 December 1923 and died in London on 16 December 2000.

He went to Achimota School, studied economics at the University of Nottingham and law in London, and was called to the bar at Lincoln's Inn in 1952. A leading figure in the National Liberation Movement, he was detained under Nkrumah's Preventive Detention Act and released after the 1966 coup. The National Liberation Council made him Attorney-General, and in the Second Republic he served Busia's Progress Party government as Foreign Minister and again as Attorney-General until the 1972 coup.

In 1979 he led the Popular Front Party and lost the presidential run-off to Hilla Limann with 38 per cent of the vote, then led the merged All People's Party until parties were banned after the 31 December 1981 coup. John Kufuor practised as a junior in his law firm.
