Jean Adukwei Mensa

Jean Adukwei Mensa is a Ghanaian lawyer and public administrator who served as Chairperson of the Electoral Commission of Ghana from 2018, one of the most consequential constitutional offices in the country. Her tenure placed her at the centre of Ghana's electoral governance during one of the most politically charged periods in the country's recent democratic history, managing the 2020 general elections that produced a change of government.

A trained lawyer, Mensa built her professional credentials in the legal and civil society sectors before her appointment to lead the EC. Her background included work in electoral law, governance, and institutional reform, and she brought these competencies to the demanding task of managing Ghana's electoral infrastructure during a period of heightened political competition between the NDC and NPP.

As EC Chair, she oversaw the replacement of Ghana's biometric voter register, a decision that generated sustained controversy with the NDC arguing the new register was unnecessary and potentially exclusionary. The debates over the registration exercise and the subsequent management of the 2020 elections placed Mensa at the centre of some of the most contested political conversations of the era, testing her capacity for institutional independence under significant pressure.

The 2020 elections, conducted during the COVID-19 pandemic, required the EC to adapt its operational planning to an extraordinary public health environment. Mensa led the Commission through the challenge of delivering a credible electoral process while implementing safety protocols, an achievement recognised even by those critical of other aspects of her tenure. The elections resulted in a declared NPP victory, with the NDC initially refusing to accept the result before eventually pursuing legal remedies through the courts.

Her tenure as a female electoral commissioner in Ghana contributed to the growing representation of women in the leadership of Ghana's constitutional bodies, adding to the shift toward gender inclusion in the country's most senior governance institutions.
