About Maxwell Kwame Lukutor

Maxwell Kwame Lukutor is a Ghanaian geodetic engineer and politician born on 16 March 1974 who serves as the Member of Parliament for the South Tongu constituency in the Volta Region. A member of the National Democratic Congress whose December 2024 election delivered one of the most overwhelming individual majorities in the entire country, he is a professional engineer with over two decades of experience in geodesy who also presided over the constituency that gave presidential candidate John Mahama his highest percentage vote share in the 2024 presidential election.

Education and engineering career

Lukutor earned a Bachelor of Science degree in Geodetic Engineering from the Kwame Nkrumah University of Science and Technology in June 2001, equipping him with the technical and scientific skills of geodesy, the discipline that measures and understands Earth's geometric shape, orientation and gravity field, underpinning land surveying, mapping, GPS systems and the spatial data infrastructure that modern construction, land administration and environmental monitoring depend upon. He has built a professional career spanning more than twenty years in geodetic engineering, gaining experience in technical surveys, geospatial data management and the transformative applications of geodesy in national development contexts. His twenty-plus years of professional engineering experience in a specialist technical field give him a distinctive professional identity among Ghana's parliamentarians.

2024 election

He contested the South Tongu constituency in December 2024 and won with 42,881 votes representing 91.89 per cent of valid votes cast, one of the dominant individual parliamentary majorities in the entire 2024 election cycle. His constituency also gave John Mahama 93.33 per cent of its presidential votes, the highest presidential percentage for Mahama in any constituency in the country. South Tongu is a constituency in the Central Tongu District area of the Volta Region, covering communities along the lower reaches of the Volta River delta, where fishing, subsistence farming and the riverine economy are central livelihoods. He assumed office on 7 January 2025.

Political Legacy

Maxwell Kwame Lukutor's 91.89-per-cent parliamentary victory, combined with the constituency's record-breaking presidential vote for Mahama, makes South Tongu one of the NDC's most dominant individual electoral performances of 2024. His engineering career gives his parliamentary advocacy a technical precision that complements the community roots of the Volta Region he serves.
