Richard Kuuire
Member of Parliament
About Richard Kuuire
Dr Richard Kuuire is a Ghanaian lawyer, retired senior prison officer and politician who serves as the Member of Parliament for the Nandom constituency in the Upper West Region. A member of the National Democratic Congress whose December 2024 victory over former Interior Minister Ambrose Dery was one of the most talked-about individual results of the election cycle, he brings to Parliament a career that spanned the law, the Ghana Prisons Service and the upper reaches of the country's correctional administration, retiring as the most senior officer in the Ghana Prisons Service.
Education and legal training
Kuuire earned a Bachelor of Laws with Honours from the University of Ghana in 1979, laying the legal foundation for a career that would intersect law, security institutions and management. He was called to the Bar from the Ghana Law School in 1983, qualifying as a barrister and solicitor. He also pursued military staff training, completing a diploma from the Ghana Military Academy in 1982, a Junior Staff College certificate from the Ghana Armed Forces Staff College in 1982, and a Passed Staff College diploma from the Senior Division of the Ghana Armed Forces Staff College in 1986, a course covering management and leadership that senior Ghana Armed Forces and sister service officers complete.
Ghana Prisons Service career
Kuuire joined the Ghana Prisons Service in 1980 and served within the service for over two decades, progressively building a career in correctional administration that combined his legal training with institutional management expertise. He rose to the top of the Prisons Service, serving as Director General of the Ghana Prisons Service from November 2000 to September 2003, the highest rank in the correctional service hierarchy, with responsibility for the national administration of Ghana's prisons, the management of incarcerated populations and the direction of the Prisons Service's institutional operations.
2024 election
He contested the Nandom constituency in December 2024 on the NDC ticket and won with 13,743 votes representing 55.2 per cent of valid ballots, defeating the NPP's former Interior Minister Ambrose Dery by a margin of 3,037 votes. His victory ended the parliamentary career of one of the NPP's most experienced cabinet ministers in a constituency whose Upper West Region location and NDC alignment made the result a significant part of the party's 2024 electoral success. He assumed office on 7 January 2025.
Political Legacy
Richard Kuuire's combination of a law degree, Ghana School of Law call, military staff college training and the directorship of Ghana's Prisons Service gives his parliamentary career one of the most distinctive institutional security and correctional administration backgrounds among MPs in the Ninth Parliament.
