Daniel Francis Annan

Daniel Francis Kweipe Annan was a judge, a member of the PNDC government and Speaker of the first two Parliaments of the Fourth Republic, from 1993 to 2001. He was born in Accra on 7 November 1928 and died on 16 July 2006. His great-grandfather was the Ga Mantse Tackie Tawia I.

He went to Accra Academy and Achimota College, studied law at the University of Hull and was called to the bar at the Middle Temple in 1958. He was a state attorney until 1964, then a circuit judge, a High Court judge from 1966 and an Appeal Court judge from 1971. He chaired the Ghana Police Council and the Press Freedom and Complaints Committee, and in sport led the Ghana Boxing Authority and the Ghana Olympic Committee.

He joined the Provisional National Defence Council in 1984, often acting for Jerry Rawlings, and chaired the National Commission for Democracy that prepared the return to constitutional rule. Elected Speaker in January 1993, he presided over the first two Parliaments of the Fourth Republic and sometimes acted as President. He received the Order of the Star of Ghana.
