Akolbire took a master's in management information systems at the Vrije Universiteit Brussel in 1998 and was ICT director at the University for Development Studies' central administration in Tamale. He won Bolgatanga Central in 2008 with 58 percent of the vote and held it in 2012, sitting on the Finance Committee. He lost in 2016. He is a Catholic, married with six children. Isaac Adongo of the NDC holds the seat today.
