Imoro Yakubu Kakpagu is a local government administrator who represented Kumbungu in the Northern Region for the National Democratic Congress (NDC) for two terms, from 2005 to 2013. He was born in Kumbungu in February 1958.

He trained at the Institute of Local Government Studies, worked as a revenue inspector for the Ministry of Local Government, and graduated in public administration from GIMPA in 2008.
