Anthony Akoto Osei

Dr Anthony Akoto Osei (18 April 1953 – 20 March 2023) was an economist and banker who served as Ghana's acting Minister of Finance under President Kufuor and as Minister for Monitoring and Evaluation under President Akufo-Addo. He represented Old Tafo in Kumasi for the New Patriotic Party (NPP) until 2021.

An American-trained economist

Born in Kumasi, Akoto Osei attended Achimota School and Opoku Ware School, then studied economics at Oberlin College in Ohio, took a master's in applied economics at American University and completed a PhD in economics at Howard University in 1987. He taught as an associate professor at Dillard University in New Orleans and worked at the Centre for Policy Analysis in Accra, and in 2002 he joined the management board of Merchant Bank Ghana.

Finance ministry

He became Deputy Minister of Finance and Economic Planning in 2003. After the death of Finance Minister Kwadwo Baah-Wiredu in 2008, he led the ministry as acting minister until the NPP left office in January 2009.

Monitoring and Evaluation

In 2017 Akufo-Addo made him the first Minister for Monitoring and Evaluation, a new cabinet-level ministry set up to track how government ministries delivered on their promises.

He died on 20 March 2023, aged 69. Vincent Ekow Assafuah now represents Old Tafo.
